As maybe some of our readers know, Ecosistema Urbano has been working on several large-scale projects in Latin America since August 2014 when we won a competition to develop the Master Plan of the HistoricalPart-wayof Asuncion, Paraguay. In 2015, we workaday flipside significant project: the participatory process Centro Histórico Abierto for the transformation of the historical part-way of Distrito Central, wanted of Honduras. We moreover worked on the transformative Cuenca RED project which make-believe on the Public Space Reactivation Plan of the HistoricalPart-wayof Cuenca, Ecuador.Withoutthe first wits in Paraguay, we had flipside project in the municipality of Encarnación, giving origin to the Plan Encarnación Más, well-balanced by an Urban and Territorial Planning and Sustainability Plan. In these four cases, the urban issues and the peculiar situations that required our intervention were unshared yet shared many worldwide features.Increasinglyspecifically, the enthusiasm and interest shown by the people directly and indirectly involved was unveiled throughout all of the projects, but moreover the opportunities that these experiences have given us as an tracery firm, to test ideas, tools, and methodologies. CONTEXT Although they share the same zone of origin, each of these cities has ripened unique problems and issues. Some of these, such as the ones found in Encarnación, are physical-territorial matters such as the recent loss of the municipality part-way considering of the controlled rise of the water level in the Yacyretá dam. That event led to the envisioning of a “SustainableMinutiaePlan” and  “Urban and Territorial Ordering Plan” in order to prepare the municipality for the future. In the specimen of Cuenca, the need for a new plan was unswayable by a series of big changes underway: the definition of a new model of mobility and the progressive emptying of population that afflicts the historical center, World Heritage Site since 1999, and headquarters of most of the commercial, touristic and economic city’s activities. In the specimen of Asunción and of the wanted of Honduras, the project regards the transformation and the regeneration (both physical and social) of their historic centers. The Distrito Central is part of the minutiae framework of the new urban turning “Choluteca River”. SOCIAL 1 – Participation The first of the projects’ worldwide keys are unfluctuating with the theme of sociability, expressed in the form of participation. The citizens’ involvement, promoted both through a series of organized activities and through online platforms, has been one of the cornerstones of our work in Latin America. We involve citizens considering we believe that the resider is the only gravity worldly-wise to unzip a deep and lasting transpiration in the urban environment and so they should not be just a passive receptor of the changes promoted by the city’s institutions. Organized activities with the citizens Participatory activities, such as workshops and events, have been geared to write representative members of the municipality such as children, university students, “active agents”, citizens and institutions. For each of these categories we have developed, project without project, a series of ad hoc initiatives. Participatory process in Asunción, Encarnación, Cuenca and in Distrito Central For the children we created a “toolkit” with which we had them reflect on their perception of the municipality and with which they could propose their platonic vision for the city. The kit consists of portions of the municipality map on which they could yank and that, once recomposed, could recreate the overall image. 2 – Urban deportment These activities were followed by a series of urban actions so that the results could be shown tangibly in the city. In the specimen of Distrito Central, ideas were gathered in a week of workshops with 80 students from the three major universities in the municipality and have been translated into urban deportment like “Las Gradas de la Leona“. The staircases are indispensable spaces in a municipality with a very unshared topography as Tegucigualpa. But in the municipality these vertical connections are often perceived as inhospitable, dangerous, and dirty places and therefore they are cut off from any kind of activity. The students’ work was aimed at legitimizing these stairs as a public space through cleanliness,  decor,  lighting, and the organization of a series of activities that achieved resounding success and participation. Socialization withal “Las gradas de la Leona” In the specimen of Encarnación, one of the proposals that has distinguished our tideway in this project was the inclusion of a series of pilot projects that trailblaze and translate into touchable proposals within the “Plan de Desarrollo Sustentable” and the “Plan de Ordenamiento”. Among these, one of the most successful pilot projects was the “Proyecto Piloto Bicisienda“, whose purpose is to modernize the quality of life of the inhabitants by optimizing the use of volitional mobility and by raising sensation of the value of sports and recreation. Again we have sought the cooperation of citizens by promoting a series of initiatives (such as the construction of velocipede lanes in the city) in which the citizens could finger protagonistic. Proyecto Piloto Bicisienda 3 – Informative events  The disclosure of the participatory process to the citizenship, promoted both online through the project’s platforms and through unshut exhibitions, is a recurring phase in all four projects. We felt it important and necessary that each phase of the process was documented and could be hands wieldy to all so that the citizens could be informed well-nigh the progress made in the project. This new model of mobility has uncontrived implications for the current urban dynamics, as well as on the public space, as it tries to reduce the vehicular load of the city, giving priority to pedestrians and cyclists. This, and the megacosm of quality public space, led to strengthen the social, economic, and cultural role of the city’s historical center making it increasingly pleasant for residents and locals. Our aim is to vivify a historical part-way that promotes social, economic, and environmental development, as well as a increasingly livable, habitable, and inhabited historical center. Cuenca’s plan is divided into four aspects: an urban acupuncture strategy, which proposes small / medium-scale interventions to recover areas with potential; a minutiae of a network of zippy courtyards, by transforming the typical patios of Cuenca in catalysts capable of generating new synergies, connections, and interactions between residents, visitors and inhabitants; a guide to the historic part-way re-design, which defines the main lines for the diamond of the public space; a process of socialization, to pinpoint the “acopuntura” and the zippy patios network strategies. The intervention strategy in the square “Mary Corilè” in conjunction with the megacosm of “La casa en el árbol” is part of the zippy patios network strategy. This square is an unused and degraded space, perceived by the residents as an unpleasant and dangerous place. The square “Mary Corilè” Among the several interventions proposed, such as the re-furnishing of the square, traffic closure, and the diamond of activities in collaboration with the municipality, there’s moreover the megacosm of “La casa en el árbol“, a space included in the existing trees of the square where educational activities in relation to the theme of the environment can be carried out. “La casa en el árbol” is set up as a space to get in contact and be familiar with the nature, built in harmony with the surroundings. Inside there are several “environmental” classrooms in which one can study natural resources such as sun, wind, and water.Increasinglyspecifically, one can study: a system of photovoltaic panels that generate the energy needed for the lights, rainwater harvesting structures, and urban gardens as environmental and ecological experiences for schools and kindergartens. It is, ultimately, an unshut classroom in which a new form of pedagogy built on the respect for the environment is proposed, in order to increase sensation of the natural resources and of their use, as well as increase sensation of existing technologies. In the specimen of Asunción we proposed a strategic plan with ten deportment in order to promote a connection between the several parts of the municipality through the minutiae of spaces, named “corridors“, and of individual buildings, named “urban catalysts“, which might act as drivers of transpiration and benchmarks within the city. The corridors are divided into three types: those “green“, which introduce a new untried infrastructure in specific parts of the existing roads; those “civic“, which consist of a new network of public spaces withal the roads in order to connect the most important historic and government buildings; those “dynamic“, aimed at creating zippy urban environments and encourage economic and cultural activities. Configuration of a charateristic dynamic corridor Among the deportment of Asunción strategic masterplan one concerns the economic and landscaping regeneration of the “GreenZippyCoast”. Due to its topography, this zone is subject to cyclical floods considering of the rising water level of the Paraguay River. That forces the inhabitants of the informal settlements who live there to move temporally. While fully respecting the identity of the river and of the existing topography, we have proposed the megacosm of a untried lung with a large sports zone in continuity with the Bicentennial Park. We moreover promoted the integration of the informal settlements both within the urban fabric and in the areas of new urban expansion. The Encarnación masterplan incorporates within its own name the concept of “sustainability”, since it is well-balanced of the “Plan of Sustainable Development” and of the “Plan of Urban and Territorial Organization”. The “Plan of Sustainable Development” will establish the standards and mechanisms for the growth and for the future minutiae of the municipality equal to the criteria of sustainability. The “Plan of Urban and Territorial Organization” aims at directing the use and the occupation of the territory in the urban and rural areas of the municipality. Officially, the municipality will squatter in the next twenty-four years an increase of the population amounted to 62,000 people, for whom it will be necessary to provide a massive increase in housing. The model we proposed to squatter this need refers to the sustainable principle of “the meaty city.” Through the identification of a physical verge for the city’s urban growth, we have protected the rural areas from new settlements. Moreover, we encouraged, through private and municipal initiatives, the densification of areas once developed, by filling the vacant urban lots and expanding pre-existing single-family homes. Example of urban densification The new interventions follow the principles of the bioclimatic architecture: large overhanging roofs and vegetation as protections from the hot summer sunlight, the use of wind to moderate the hot and humid climate of Encarnación, the reuse of rainwater, and the increase of the vegetation to swizzle CO2 emissions. TECHNOLOGY In all four projects, technology represented an important collaborative tool to promote our work and to enable everyone to be constantly updated on ongoing progress, but moreover as a support for the participatory process, so that the involvement of the citizens would not be worn-out with the end of the activities organized, but could protract to map needs, issues, concerns and initiatives for those interested. For this reason we have ripened a platform, tabbed Local-in (formerly What if ..?), which has been well-timed to each project equal to their personality and to the peculiarities of each participatory process, while maintaining a worldwide format. Local-in is a self-ruling and wieldy to everyone using of joint mapping. In it, registered users can add messages, photos and geolocalised links, sorting them into categories and labels. Por lo tanto, os dejamos a continuación esta lectura para hispanohablantes. protract reading October 26, 2016 posted by Ecosistema Urbano Comments: (2) Kits for Kids: involving the youngest citizens in participatory planning Category: ⚐ EN+Centro Histórico Abierto+creativity+Cuenca Red+ecosistema urbano+educación+participación+Plan CHA+Plan Encarnación Más Tags: centro histórico abierto+cuenca red+ecosistema urbano+encarnación más+kids+Plan cha+school participation kit As you may know, in our ‘toolkit’ for the participatory processes we usually siphon out in parallel to our urban projects, there are often some materials we specifically woolgather to allow the participation of children and teenagers.  As part of our transferral towards inclusive processes we aim to target different social groups in our activities; especially that part of societal society that usually doesn’t have a voice in the joint debate well-nigh urban issues. Children have a particularly honest and imaginative look, and trying to understand a society or culture through their vision is a privilege we alimony enjoying project without project. In particular, during our four latest projects in South America we detected this specific need to involve young population in participatory processes and we begun to design specific ‘kits’ for kids. As a result, we now have four variegated versions, ripened in tropical relationship with the local context but moreover with many worldwide features in mind. These ‘children participation kits’ are designed as a series of A4 or A3 paper sheets and they are explicitly designed to be easily reproducible. All the kits you can see in this post were used during the activities with children carried out by ecosistema urbano and our local collaborators in the schools and children’s centers of the municipality where the projects took place. The variegated versions of these kits share the same aims: Incline children and teenagers towards the urban minutiae of their municipality through reflection and creativity, making them increasingly enlightened of what is happening virtually them and improving their own worthiness to understand and act upon it. Involve both children and their families. The activities in which kids participate —and the results they generate— vamp the interest of parents and other family members who otherwise may not have the opportunity to tideway the ongoing planning or diamond process. Communicate the results; imaginative children’s vision have the regenerative and heady potential to bring freshness and friendliness to a process people often see as “serious” and complicated. La pradera junto al silo y el molino de Encarnación parece inusualmente activa, con banderas y enormes pandorgas —cometas— que ondean en la brisa, sillas sobre la hierba y una gran pantalla que muestra imágenes de actividades pasadas. Parejas, amigos, familias con niños, personas que vienen solas e incluso visitantes de otras ciudades comienzan a juntarse junto al único hueco abierto en la valla de obra. Algunos comienzan a leer unos paneles que muestran diferentes propuestas de desarrollo sostenible para la ciudad. Al fin el primer grupo de visitantes, equipados con cascos, entra caminando a la zona de obras del silo. Allí, pisando un efímero lecho de arena, descubren la historia y la situación very del edificio, cuyo acceso original se encuentra 4 metros por debajo de donde ahora están pisando. El paseo los va guiando hacia el interior y finalmente, uno a uno, apartan una cortina y acceden al espacio más impresionante de todos: el interior oscuro, fresco y reverberante —nunca antes abierto al visitante— de uno de los grandes depósito de grano. Allí, sobre la misma scene de obra modelada según una topografía a escala, brillan unos mapas de Encarnación proyectados desde un óculo a 15 metros de altura, mostrando el futuro de la ciudad y su territorio cercano. El Plan Así se presentaba a la ciudad el Plan Encarnación Más el pasado día 29 de julio de 2016. Es curioso que a veces los proyectos más importantes son de los que menos hablamos. La intensidad con la que nos absorben hace que la tarea de publicarlos quede constantemente en segundo plano, y después nos encontramos con cientos de historias atrasadas que contar. Así, del Plan Encarnación Más penas hemos publicado un par de posts en este blog. El más importante de ellos presentaba el planteamiento del proyecto, y ahora venimos a presentaros directamente el resultado. Lo que sucedió durante el proceso… está extensamente documentado en la página web del proyecto y lo iremos contando en sucesivos posts. Plan Encarnación Más – página oficial El Plan Encarnación Más consiste en dos documentos separados pero estrechamente relacionados entre sí, y un documento más que funciona como anexo: Plan de Desarrollo Sustentable Esta parte del Plan pinpoint unos criterios que permitirán que la ciudad de Encarnación se vaya haciendo más sostenible con su propio desarrollo. Como la propia definición de “desarrollo sostenible”, abarca distintas esferas de la vida urbana y rural que se ven reflejadas en diferentes apartados: distrito ecológico; ciudad integrada y conectada; ciudad compacta y compleja: medio rural activo; ciudad resiliente y segura; ciudad productiva; ciudad del comercio; ciudad de la innovación, la educación y el conocimiento; ciudad de la cultura, el deporte y el turismo; gobierno urbano abierto y social. Algunos capítulos, como ciudad fluvial o nuevo centro paisajístico, abordan situaciones específicas de Encarnación, en relación a su condición de ciudad afectada por la represa de Yacyretá. Descargar el Plan de Desarrollo Sustentable Plan de Ordenamiento Urbano y Territorial Esta parte del Plan traduce los principios del Plan de Desarrollo Sustentable a una ordenanza que determina aspectos como la clasificación del territorio en rural/urbano, la definición de ámbitos de ordenamiento/gestión y parámetros de edificación, o el establecimiento de cuatro sistemas: el de protección ambiental y tratamiento paisajístico, el de movilidad, el de infraestructuras y servicios básicos y el de equipamientos y espacios colectivos. Descargar el Plan de Ordenamiento Urbano y Territorial Resumen del Proceso Participativo Este documento explica el enfoque participativo aplicado en el proceso de elaboración del Plan, recoge todas las actividades que se realizaron durante los meses de julio a diciembre de 2015 y presenta una síntesis de los resultados de cada actividad. Descargar el Resumen del Proceso Participativo   La exposición El pasado mes de julio viajábamos una vez más a Encarnación para la presentación de estos documentos. Por mucho que se haya difundido y comunicado durante un proceso participativo, la presentación del resultado es una oportunidad especial de llegar a la gente. Y dada la importancia del Plan, era fundamental que lo conociera el mayor número posible de personas. Así resumía el evento el Director de Planificación de la Municipalidad de Encarnación, el arquitecto Keiji Ishibashi, desde lo alto del silo: La elección del silo como espacio para la exposición era estratégica por varios motivos. Por un lado, se trataba de un edificio al que muy pocas personas de la ciudad habían tenido la oportunidad de acceder, pero que la mayoría estarían deseando visitar, aumentando el interés por la convocatoria. Por otro lado, el silo era una muestra de patrimonio industrial que el propio Plan contempla con la propuesta de rehabilitarlo para fines socioculturales. De modo que hacer allí la exposición era a la vez una acción comunicativa y una experiencia piloto que permitiría explorar las posibilidades del lugar para visitas e instalaciones audiovisuales. Así pues, gracias al impulso de la Dirección de Planificación y tras conversaciones con la constructora, se llegó a un acuerdo que permitiría por primera vez a cualquier persona de la ciudad acceder al interior del edificio durante el fin de semana de 30 y 31 de julio y las tres tardes siguientes. En el interior de uno de los depósitos del silo se creó una instalación audiovisual —un mapping 3D sobre la scene del suelo, colocada allí durante la obra para consolidar temporalmente el edificio y permitir el acceso de los obreros— que mostraba algunas de las propuestas generales del Plan. Visitantes accediendo al recinto – fotos propias En la zona donde la gente tenía que esperar para acceder se montó la otra parte de la exposición: una serie de paneles que resumían el extenso documento entregado, explicando en tono divulgativo los aspectos más importantes del Plan y complementando las explicaciones con imágenes, aclaraciones y datos interesantes. Viendo los paneles de la exposición durante la espera – foto propia Si queréis echar una mirada rápida al contenido del Plan, la versión digital de esos paneles es un resumen platonic para ello: Al mismo tiempo varios estudiantes de arquitectura de la Universidad Católica de Encarnación montaron una instalación temporal —en un tiempo récord y con una gran economía de medios— basada en el concepto de anamorfosis, con una técnica similar a la usada varias veces por Boa Mistura. Cada lado de la instalación mostraba algo diferente: el logo del plan y las palabras +CULTA, +ACTIVA y +JUKY, que significa a la vez “sal” y “simpático” así que viene a ser el equivalente guaraní al “más salá” español. Con esto, el Plan queda entregado y su proceso de desarrollo se da por terminado: ahora se encuentra en fase de revisión con vistas a su aprobación por parte de la Municipalidad. Para Encarnación, sin embargo, podríamos decir que es ahora cuando comienza de verdad el camino hacia el desarrollo sostenible. Aunque gran parte del proceso participativo ya proponía experiencias, acciones y debates sobre diferentes formas de enfocar el futuro de la ciudad, es ahora cuando las personas e instituciones encarnacenas han de tomar el relevo y seguir su propio camino con la guía de estos documentos, que reflejan tanto la visión técnica de un equipo de profesionales como las preocupaciones y prioridades de todos los que participaron. Lanzamos hoy la convocatoria abierta a estudiantes universitarios residentes en cualquier ciudad de América Latina para participar en los talleres urbanos que se realizarán en dos etapas, una primera semana del 10 a 15 de Agosto y la segunda etapa del 2 al 7 de Octubre.
